Pacific B.com. College, Udaipur — late fee for degree certificate

I completed my bachelor's, from pacific college (Mohan lal sukhadiya university) udaipur, in the year 2006.in year 2010, i needed the degree of completion for applying for higher education but since the degree was not ready, they provided me a provisional degree. Now in year 2017, few month back i was told by the college to collect the degree with a late fee of rs. 500. When the college/university cannot provide the degree on time then how can they charge for late fee. Kindly help me with this case because i am sure they would be charging this irrelevant amount from other students also.
