Pandahost.in is a web hosting company by Skillcircle who had an office in Awfis named Coworking space.
They sold This Web Hosting by saying is always 99.9% uptime I bought it as I was a student there. They forced us to buy this Hosting because it is inhouse and charged a hefty amount of 2800/-
1. I don't know how to add downtime of hosting but. I am facing issues in login for several days
2. Loading speed of Web hosting is slow, as They are running an Institute for digital marketing they know that google ranking factor is fast speed page should load in 3 seconds. my website is new and no much data available but still it takes 10 seconds
3. They are doing scam with most students they sell this Hosting to every student. Earlier their office was in a coworking space in Awfis But now they have shifted location and the no. of the website is not reachable [protected]

This should help you to transfer out the domain from their hosting. But surely, there's no way to reach a person of that hosting. I can't find anyone either.
