Passport Office Ranchi — item not delivered in spite of delivery of the bag to post office 10 days ago

My beg with tracking id no. Ea[protected], was dispatched on 21st of december and is with ranchi nsh only from last 10 days. There were some holidays in between but does it take so many days to get the item delivered to merely 38 km away. Kindly look into the issue and get the item delivered as soon as possible.
I request you to please let me know the best possible solution to this, whether it will be dispatched from the source soon enough or i need to go escalate it to the bank personnel's to get over the situation.
