Preyog International — Unauthorized Extra Charges

I am writing to file a complaint against Preyog International, who has cheated me by adding unauthorised extra charges to my bill. On 6th April 2023, I placed an order for copper products from Preyog International at Khasra No 947-a, Transport Nagar, Lakri Fazalpur Road, Behind Madarsa
Moradabad - 244001, Uttar Pradesh, India which was delayed for a month with no response to messages, false commitments or several unattended repeated calls.
However, he didn't send me a proper GST bill even after requesting, sent a rough note of calculation with GST amount with the products prices as finalised, additional to shipping charges to be paid as actual. On requesting, he sent me the tracking receipt of post office which is also considered as invoice payment from India post office.

I noticed that the amount on the post office receipt was intentionally hidden, so I requested for a clear picture to which he replied 'will share a proper photo when his staff is back'. I even mentioned him that I get reimbursement from my client on the basis of postal slip amount. I did not receive any response from him.

I checked online on India post office website with the tracking number, where postal charges were INR 6690 whereas he charged me INR 7893. When I questioned him the same he mentioned he will check with his staff & let me know tomorrow. After that I received a call from him and he clearly mentioned that he was lying about the staff having receipt and he overcharged me for transportation and staff cost.

Prior to products dispatch, he never mentioned about any additional charges. There were additional charges that were not mentioned to me at the time of purchase or when I asked him to drop ship the products.

The extra charges were for transportation & staff cost. The total amount of the extra charges was Rs 1203 + he had put GST on rough bill (which I declined to pay until he provides proper invoice) but I strongly suggest that it is not the right practice to charge GST on kachha bills, it's fraudulent to the innocent people who do not have much knowledge of law & taxes.
I was not informed of these charges before making the purchase, nor did I authorise them. This is a clear violation of my consumer rights and is a fraudulent practice on the part of the vendor.

I have tried to contact Mohammad Asif regarding this issue, but they have not provided me with a satisfactory response or a refund of the unauthorised charges. Therefore, I am filing a formal complaint with the consumer forum and seeking your assistance in resolving this matter.

I am requesting that Mohammad Asif be held accountable for their fraudulent practices and be required to refund the extra charges hat were added to my bill and additional charges INR 10, 000 for mental harassment and my time to deal with this fraudulent practice. I also request that the consumer forum take appropriate action to ensure that Mohammad Asif does not engage in similar practices with other consumers in the future.

I have attached copies of my bill, receipts, and any other relevant documentation for your reference. I appreciate your attention to this matter and look forward to your prompt response.
