Priceplexs Store India — i paid money, but i didn't get my order or any information about it, until i told them to cancel it

I ordered a set of clothes on 4th feb, i paid the money they asked. But since then, i didn't get any information about my order. Yesterday i called on one of there numbers. I told them to kindly cancel it because it been too late and they agreed. But instead of cancelling it, the shipped it. Because they want the money. And the message tells me that i will get the order on 21st feb.
You order something on 4th and you get it on 21st.
