Punjabi University — Unjustifiable high transcript fee

I recently applied for the transcript from the Punjabi University Patiala in June 2022 and paid approximately 23k including GST for document verification and for speed post. This is extremely high and there should be some kind of justification for this high cost. Even the private institutes charges less than 1000 for the transcripts.
