Q Block , Gurgaon — daily water tank overflow from more then one month

I have recently moved to this place and the locality next to mine is a relatively older one with q-block gurgaon, near bangoli market. The one of these building q1-53, 54 or may be 56, next to mine wastes a lot of water at night between 12:30am to 1:30pm. Over the past few months, i have observed that the overhead tank starts to overflow around 2-3 hours and continues to overflow till the water supply stops. Again, during the night the tank overflows at least a couple of times and continues. There is no garden or anything and this huge amount of water just goes to waste. I learn from people that they do not bother about water overflow in the top floors because of this and instead of regulating the water overflow. Kindly take action daily water wastage in huge amount.
