Rajendranagar(15238) District Officer — epass scholarship - pending at district officer for sanction

I have completed my BTech from Mahatma Gandhi Institute of Technology in 2014. I was a student who studied under the benefit of fees reimbursement from state government. For the academic year[protected] my scholarship status in E-Pass website(Government run website for tracking scholarship status https://telanganaepass.cgg.gov.in/) was showing "Pending at District officer for Sanction /MGIT GANDIPET RAJENDRANAGAR(15238)" since 4 years. My college people are not giving my "Transfer Certificate" after completion of my course as they didn't receive scholarship amount from government. This has been a mess since four years, I don't know why the scholarship was still pending at district officer, if it is pending why should college people hold our certificates. I would like to get my Transfer Certificate(TC). Please refer the attached photo and below details
