Riya Travels — refund issue still not resolved

I had booked an airline ticket from del to fra on 09 april and then subsequently cancelled it. They debited rs. 24021 from my account for the ticket, after countless reminders to the airlines - ukraine international airlines i got a refund of only rs. 1500. The airline has clearly sent the following message to me:
According to the rules, the fare amount of your ticket[protected] agarwal/ashish is refundable with charge 150 eur. Also unused airport taxes can be refunded.

So cleartrip / riya travels has clearly cheated me and i plan to file an fir against the company and also file a complaint with dgca.
