Rto Office Sarai Kale Khan — They refused to make my conductor license

My name is Sandeep kumar I have all the Original documents and I went Sarai Kale Khan RTO so many time to make conductor license but they refused it they asked me about original certificate of first Aid but I have online first aid certificate and provisional certificate and also a application issued by Red Cross hospital which written clearly it based on original certificate and until my original certificate not received it works as original and it accepted by all other authorities only this authority did not accepted I faced so many problem please solve my problem.
