Sub: - NEARLY 50 LAKHS OVERPAYMENT TO THE CONTRACTOR BY GE/AGE
1. Name of Contract: - Conversion of HT O/H Line into underground 22 KV cable at Girinagar.
2. Name of Contractor: - M/s Ganesh Enterprises.
3. CA No: - CERD/GIR/ 45 of[protected]
Dear Sir,
With Reference to the above subject, I would like to raise some points of wrong doing by Shri Tapan Kumar, Garrison Engineer Girinagar Pune, for your knowledge and necessary strict action. Which may be or may not be for any vested interest but surely it is giving some undue financial to contractor by misusing his assigned Power.
The contractor has been allowed by GE to take his RAR around 3 crore, which around 95% of Contract amount on 27 June 2018.
Few points o[censored]ndue advantages given to contractor as bellow;
1. Working is still in progress – Attaching few photos for your ready references.
2. Only laying of cable is completed.
3. Depth of trench neither as per SSR Part I 2009 clause No 19.74.1 i.e. 1 mtr, whereas MB recorded .6 mtr depth and .45 mtr width.
4. Also method of laying is not followed as per SSR Part I 2009 clause No 19.75 nor as per any Engineering practice.
5. As per CA provision supply, laying commissioning and testing, cable has been laid without bottom layer of sand of 8cm.

6. Crushed sand has been used instead of River Sand, when there is no deviation in writing by the accepting officer then how GE can violate CA provision, must be enquire. If there is such deviation please let me know to correct my observation.
7. Cable covers are till 02 July 2018 laying at site in open area but not placed in trench till date and GE accepted complete work done and paid accordingly.
8. Most of the places double runs cable laid in the same .45 mtr trench without but spacing is not 25 to 40 cm as recommended in SSR Part I 2009 clause No 19.76
9. Panels are kept aside in open places not yet installed and few panels are just installed but not connected because cables laying are still in progress. Failed to understand how it can be passed in RAR with 100% work done by restriction nominal percentage for testing.
10. The cable joints are not paid then how only cable laying can be paid full amount in work done.
11. Surprisingly this contract is going under the very nose of GE and AGE still how contractor has been allowed to execute the work not as per specification. Hope this mal practice of execution of contract made GE and AGE to close their eyes under the influence of vested interest of GE and AGE to get the undue benefits.
12. I being tax payer of INDIA and esteemed citizen of INDIA may have the right to know the interest of GE and AGE to allow contractor for such violation of Gov. Contract which may affect general Indian citizen who are literally striving for a piece of bread for their livelihood.
13. I reserve the right to request you as accepting officer must order special board to enquire the facts which I am forwarding to you with few documentary proof.
14. Your strict action can safe so many things, and surely may help our Nation.

15. In this regard already raised the issue with Chief Engineer R&D Secunderabad and higher authority, but not sure how far they wish to enquire the things against department so called system. Hence keeping high hopes I am sending this case to you for detailed investigation please.
