Respected Sir, I purchased a 3 BHK flat bearing A101, Pragathi Amber built by SLV Concretes on May 16, 2019. During the time of booking, Mr Ashok who was representing himself as the builder agreed that the Pre-EMI will be paid from his end till the building is constructed and handed over. Based on this agreement, I purchased the flat for a Sum of 66 Lacs and the loan was arranged in SBI. The moratorium period was 18 months. The builder informed that he will not be able to pay the pre-EMI for few months and asked me to pay the same which he said can be adjusted in the final payment that needs to be paid for the builder. Hence I paid nearly 5 lacs till this year. During the month of Fen 2020, the builder requested for part disbursement on an agreement that he will be paying me 6 months EMI if I disburse the amount from the bank. Hence I requested the bank for the same however the builder has not paid the PRE-EMI till now. I have made multiple calls and tried communicating with the builder but he never responded. Till now the builder has never paid for the pre-emi and he is also not completing the flat works. During the booking, the flat was completed for 75% internally and 25% externally and till now it is in the same condition. He has started builing the other block leaving the blocked that I booked as it is. The builder is also not ready to cancel the booking of the flat nor he is providing the pre-emi. Hence I would request you to kindly take appropriate action on the builder and help me out in this situation either by releasing my PRE_EMI amount or cancellation.
