Standard Vertrauen Bank — Regarding COT code

I am Hans Raj Thakur obtaining a loan from private lender Finance Ltd. UK
for Ropeway Project.
They open my account in Standard Vertrauen Bank without taking any amount and after completing all the formalities, they credit $1000000.00 in my Standard Vertrauen Bank Account No-[protected], and now a person from the bank Whatsapp me that make payment of $10000.00 to get the COT code, after you can transfer the amount to your Local Bank. kindly guide me on what should I do.
