Surat Municipal Corporation — House/Verabill in advance for current financial year

Even mine is similar case from last 7 years.
There are levying 10 times more tax. If we request for correction, they ask me to pay first n I paid it too. I m suppose to get reimbursement but they have levied more.
I have met several official in this respect but nothing has been done so far.
We are Hindustani. SMC is civic bodies for looking after city.
But is this right way by levying burden of taxes on poor locality?
