Talathi Officer Pune Wadgoansheri — why talathi available only monday and thursday

I am the person who is living with my family in wadgoansheri pune:14
Actualy my mother got breast cancer and docter said we have to do operation as soon as possible..in 3 days.. And i m the responsible person in my family but my yearly income is not much, thats why i dont have that much fund to do treatment. Docter said around 2 lakh... U will get bill... And aonther option is that the corperation will give help if we have (Utpannacha dakhala) but talathi officer is only availble on thrusday and monday... My question is this... Why talathi officer is availbe on thrusday and monday only? And why talathi officer's not opening theirs office on time? Sometimes they open that office on 12:30 pm or sometimes they opened at 1 pm... Is that goverment given authority to the talathi officer that they can open talathi office by anytime? Whenevr they want? If this true... Then this goverment and this contry never gonna devlop... The name of talathi is useless... Because talathi officer never availble on time also talathi office never opened on time... Because of this system poor peopel will die... Only... Plz... Sir if anybody authorised persone is reading this msg... Then plz take the srtictly action on this talathi officer... I[censored] have little bit feeling and emotion for poor people... Plz take action...
