Tech World — Refurbished laptop amount refund

I had bought refurbished laptop but the next day i found that it is not upto the mark and thus I returned it as the owner promised me 1 month return policy.
But after that he told me that he will refund my amount within one week but yet after one year he didn’t refunded me a single penny.
Every time he just gives timelines and various excuses. The shop is in different state so it is not possible for me to go there everytime thus i used to call him but now he blocked my contact also.
