This was not the case. You are simply not even reading the comments and what was mentioned. I had specifically asked for an international tender in Rwanda. Your representative confirmed in writing and asked me to make the payment. When I made the payment, they told me to buy the Document From Rwanda as they did not have the Tender. It's a case of Bluff & Cheating By tendertiger.com. It is a Fraud Website.
