Tyresonwheels — Money Not Refunded and Goods not delivered- Plus harassment

I ordered a tyre through the site Tyresonwheels on 16th June with the order no TOW12010JUN572496 paying 5192 Rupees. No tyre was delivered and every time I called they would lie saying the tyre is stuck in the check post and will be arriving soon. After 3 weeks I got uncomfortable and began fighting for this money. One manager promised to deliver the tyre and never turned up. Thereafter he refused to come to the phone. Another Manager called Karan K used absuvise language and finally sent a mail confirming cancellation of the order and that the money will hit my Net Banking account in 2-5 working days. This was on July 13 and nothing has happened. Once more they are refusing to answer my mails or send me my money. I require compensation plus my money back now for the harassment as well as the way the people are tying to cheat. How can they send a mail of cancellation without refunding the money to me. I fear that they are trying to steam small sums of money like this. I require an answer and compensation for trying to play 'with a customer.
