Respected Sir, I am Dr. Ablin Carneiro-Alphonso, Assistant Professor in Department of Economics at R. D. and S.H. National College Bandra (West), Mumbai -400 050. I received my Last Promotion on June 28th, 2009 and was eligible for my next Promotion to Associate Professor (Stage 4) in March 2014. The Principal of my College requires a clarification on the Issue of Faculty Improvement Program (FIP) Leave and its relevance for my promotion from Assistant Professor (Stage 3) to Associate Professor (Stage 4) under Career Advancement Scheme (CAS). I would be very grateful to you if you can help me in seeking some clarification on the Issue of Faculty Improvement Program (FIP) Leave and its inclusion in calculating the points for promotion. Given below is the sequence of events with respect to the FIP Leave: a) I had applied and was granted Two Years Faculty Improvement Program (FIP) Leave under the UGC XIth Plan for completing my Research Activity for attaining my Ph.D Degree in the academic years[protected] and[protected]. b) A relieving letter dated 04/06/2010 was signed by the Principal of my College relieving me from my duties in College w.e.f. June 08, 2010 (A.N.) upto June 06, 2012. c) A Joining Letter dated June 10th, 2015 from the Department of Economics, University of Mumbai was also issued. MINIMUM POINT NORMS OF THE API AS PROVIDED IN TABLE I AND WEIGHTAGES FOR EXPERT ASSESSMENT TO BE APPLIED FOR THE PROMOTION OF TEACHERS, IN COLLEGES (UG) UNDER CAREER ADVANCEMENT SCHEME (CAS) Assistant Professor (Stage 3) to Associate Professor/ equivalent cadre (Stage 4) Teaching-learning, Evaluation Related Activities (Category – I) 75/year Co-curricular, Extension and Profession related activities (Category – II) 15/Year Minimum total average annual Score under Categories I and II* 100/Year Leave was awarded and the period of FIP Leave that falls during the period of assessment where the aggregate score of the annualized API Score calculated progressively for the period[protected] to[protected] is as follows: Name of Teacher Dr. Ablin Carneiro-Alphonso Assessment Year Criteria I Criteria II[protected]-[protected] [protected]-2014 87 38 Total 262/5 = 52.4 69/5 = 13.8 If the two years[protected] and[protected] when Faculty Improvement Programme (FIP) Leave was awarded and the period of FIP Leave that falls during the period of assessment, the scores should read as after condoning the two academic years: Name of Teacher Dr. Ablin Carneiro-Alphonso Year Criteria I Criteria II[protected]-[protected] [protected]-2014 87 38 Total 262/3 = 87.33 69/5 = 23 The following can be noted that: (1) Page 3: Point No. 3.1.8 as stated in the University Grants Commission (UGC) Guidelines for the Special Scheme of Faculty Development Programme for Colleges for the Eleventh Plan[protected] reads as: The teacher will continue to receive full salary (with usual increments and protection of seniority) from the Parent Institution during the period of Teacher Fellowship. Sir, could you please help me in seeking a clarification from the University Grants Commission (UGC) level on whether the two academic years spent on research activity should be condoned off in the case of Criteria I and Criteria II.
