University Grants Commission — Degree validity

Dear sir/mam,
According to ugc letter f. no. ugc/deb/chh/cv raman/2013/[protected], date 27th august, 2013; the c. v. raman university, kota, bilaspur (c. g) was given recognition of 31 programmes through open and distance learning (odl) mode for two academic years i. e. 2013-14 and 2014-15; and 16 programmes were not recognized in which m. sc. (chemistry), m. sc. (physics) etc. are two-year degree programmes. i want to know that these m. sc. (chemistry), m. sc. (physics) etc. degrees (m. sc. previous year was complete in academic year 2012-13 and m. sc. final year was complete in academic year 2013-14) were valid or not; if valid why? and if not valid, why?
Please solve my above problem.
