University Grants Commission — phd candidate eligibility to apply for the post of assistant professor

UGC specify the rule that only phD degree awarded candidate can apply for the assistant professor post. In regulation 2016 university has asked to complete the phd evaluation and result declaration witin six month. But in regulation 2009 their is no rule regarding, maximum time university should take to declaired the result. Universty had taken almost a year or greater than year time period for phd thesis evaluation and result declaration. Then how the candidate should wait simply for such long time without doing job application.
This is injustice to the candidate under regulation 2009, because university takes yaer of time period to decalir the phd result, and candidate is not eligible to apply for the assistant professor job.
In case of net/set the result gets declaired in maximium of six month of time period and those are eligible.
While the candidate how submited the thesis for more than 11 months and phd viva is fixed also not elogible to apply for the post.
Kindley look seriously in this matter
I[censored]niversity has no time limit to declair the phd result then atlest make the candidate how are atlest fixed with phd viva should be eligible to apply for the assiatant professor.
Simply waiting for years and not able to do the job application atleast is unfair with candidates
