University Grants Commission — regarding retaining my certificates from engineering college

Sir, good morning. My name is akhil and i'm from tirupati (Andra pradesh). As per ugc body certificates can't be withheld within the college but mine has been stalled at vidyanikethan institute of technoly (Tirupati). I paid donation of 7lakhs and my first year fee of 1 lakh it's not fair to pay more it's against conscience. We tried to explain ugc rules but no use they are unaffected by it. It would be instrumental if you show us the path and justice. Thank you.

Sir I cell ugc telephone no. [protected] many a time but some one pick the resiver and put it on table . From that side sey only hello and thank I say can I cell at ugc then they put resiver on table.
