University of Madras - Institute of Distance Education — degree certificate not received

I have cleared my B.Com examinations and have received provisional certificate and course completion certificate but no original Degree Certificate has been posted to my registered address.
I have been facing problems trying to contact and get any resolution from the university.

Please grant and issue my B.Com Commerce Degree Certificate. Attached scanned copy of Provisional Certificate and Course Completion Certificate.
