Unknown Caller — Complaint about harassment messages and calls [protected]

Want to complain that an unknown person is continually messaging using mobile no [protected]. he is massaging and calling from this no' and he is abusing her . we dont know who is he so iam requesting to you pls look into this matter and take some legal action against him
