Uttarakhand Textile Development Corporation — Selling inferior quality products at high price claiming to be government enterprises

I've purchased 2 suits and 1 slippers from their store. It's of inferior quality. They claimed to sell plant based products which is false. They claim to be uttarakhand government enterprise. As per law, name of govt. Can not be used by private individuals. Then how this shop is running for the last few years in the name o[censored]ttarakhand govt.
