Vashi Central — Charging vat on cloths

The central stores at raghuleela mall, vashi is charging vat extra with the bill especially with the discounted merchants. The label on every cloth clearly says it includes all taxes. On the mrp they give certain percentage discount, then they charge vat extra which is unethical. It is the form of cheating the customer. When i complained at counter they says if the discounted rate is till 10% they dont charge vat otherwise they charge vat. What is the logic?? The vat is already paid once they brought the product here in store. That included in mrp. They why should the store charge from the customer??
