Vi Telcom — Not able to receive and send Sms

I am using Vi SIM(Vodafone Idea). From July 17, I am not able to receive and send messages in my mobile.
I can only receive and send sms only when i call Customer Care (199).
When i notified the same thing, they are saying that I can send and receive sms and closing my complaints.
My other 2 Vi sim also facing the Same issue.
I have been contacting the Vi Customer Care 199 since July 17.
Vodafone is so pathetic keep sending false resolved staus for my complaints.
Please resolve my issue ASAP.
