Vyankatesh City — Non execution of registry/sale deed despite making full payment so many years back

1) Purchased a 3000 sq ft. plot at Vyankatesh City, Nagpur. Full payment of 17 lakhs was completed on 23rd January 2014.
2) After many years of follow up sale deed was not given.
3) We visited Vyankatesh City many times and asked for sale deed but everytime Mr.Vijay Shelke just gave timelines.
4) Mr.Vijay Shelke is absconding and Mr.Gawai is in jail for duping people's money.
