White Queen Travels — I paid advance online to this travel agent and he didn't provide the tempo services and refused to refund my advance

I called up and spoke to Ravinder at white queen travels, to break a luxury tempo for 4th Feb from Delhi to Rampur.
He asked me to pay advance 1500 inr, I paid that and he confirmed that we will get the tempo by 4 pm on 4th Feb, however, we kept calling him till 6 pm and we never got the tempo. We had to call him from different numbers as he wasn't answering calls from my number.
I had to book another tempo from different travel agent. Later I asked for refund then he kept avoiding by saying he will do online transfer and patm. But today he refused to pay by saying that I cancelled the tempo, wherein truth is that he failed to provide us the tempo.

He was rude and abusive on phone when I called him and asked for money. He said it's just 1500 not a big amount.
