Adani Electricity — Meter reading despite vacant premise

Hi,
This time we have received units consumption even though the house was vacant and mains switched off.
Before coming to any conclusion, I requested Adani Helpdesk to look into this.
They said show me vacant premise certificate. I don't know what it means. Also for last several days to better understand the issue if there's any external theft of electricity I have been requesting them to share a photo of the meter reading. So that I can come to some conclusion.
They are just not responding.
Despite several mails they are not responding. Disappointing experience.
