Big Bazaar / Futurebazaar — charges for carry bag

Yesterday i did some shopping from big bazaar at gaur city mall and asked to pay inr 24 for a carry bag, i had no option than paying them rs 24 for the carry bag but at the same time i decided get the clarification from their consumer counter but they fail to give any substantial reason for charging for carry bag.
My simple question is that do we really liable to pay for carry bag when going for shopping with these brands?
There has been many cases when big bazaar had to pay fine in such cases. Below link is the proof for the same. Kindly let me know if big bazaar has rights to charge for carry bag or not.
