refund not received

Complaint: I''m a MTNL Landline and broadband subscriber ( tel #
[protected] CA [protected] ) .I got my IPTV connection on 29/12/2008
and paid Rs.999/- vide cheque # 851605 dated 28/12/2008 form # DL 00017968
as refundable security.
Due to poor after sales service and reception, I decided to discontinue
the connection.
I submitted application to MTNL for disconnection on 26th feb, 2009...
