Incorrect Inspection/Refund/Employee Complaint

I've been sold a Motar Insurance policy. After 2 days they called to say that they cannot insure my car because of Failure of Inspection (Why Failure - 4 Panels Damaged and Car meter reading is 39000kms) I couldnt understand the meanig of failure, which neither executive, team leader and Manager can tell me.. What does a damage means, and what panel are they talking about.. Anyways its been 15 days but still my money is not refunded.....

I have been saying repeatedly that the process you have for resolution is inefficient in the way that it is mechanical and has no sensitivity to an agreeved customer. Does it mean that I as a customer suffering due to the callous act of ICICI Lombard keep on suffering and go through the ordeal of hardship and inconvenience of not being able to use the car in spite of owning one?
