Central Bank Of India — Debit Card & Credit Card Online Fraud

Money stolen by phone fraudsters' representing Reliance Jio Call center stating that " My current ( & actively functioning ) Reliance Jio Sim pre-paid card will be immediately deactivated unless we take their help to prevent an immediate disconnecting of my Jio sim card by topping up of my Reliance Jio pre-paid Sim Card with an immediate ' Top -Up recharge payment ' of Rs 10.00 ; via netbanking/any online payment methodology.

Thiey then instructed me that in order to successfully top up the Sim Card Recharge, I must download a Reliance Jio App called ' QUICK SUPPORT ' and proceed to pay the top up amount of Rs 10.00 via any credit card/ debit card or 'preferably net banking.', as stated / instructed by them.

I then proceeded to make this top up payment of Rs 10.00 via credit card. Upon which they asked me to check with this specific bank whether this amount has been debited. When they were informed that the bank account was not showing.a debit of Rs 10.00 via the credit card payment using their Quick Support software.

Much later in the day ( nearly 2 hours after 'disconnecting ' the ongoing call with these ' supposed ' customer care executives from Reliance Jio, i received an SMS from the relevant bank that an attempted debit for the amount of Rs 106, 450.00 from the same credit card has been presenteed to the bank but was declined by the bank.

They then instructed me to utilise a debit card / net banking, method of payment, instead of a credit card.
I then proceeded to use a debit card of another bank to make the same payment of Rs 10 via their QUICK AUPPORT App downloaded on my phone.

Whilst I was making this above payment by entering my debit card details into Quick Support App, the App threw up a 4 digit code to process this payment & they asked me to read out this code to them over the phone, which I did.

My wife then started to suspect there was something seemingly untoward & suspicious about this phone call & immediately requested me to disconnect the call.

Upon quickly enquiring with both the banks from which the credit & debit card information were given to the Quick Support App, we were informed that the bank from which the debit card details had been uploaded, has been debited ( in quick succession) for the amounts of Rs 15, 000.00 & Rs 24, 999.00 within a matter of seconds from the 1st payment of Rs 10.00.

My complaint to RBI is with regards to these specific points as below :

How did the bank give permission for these transactions to be made from my account without an OTP generation to my registered mobile number/ me giving authorisation via OTP password to the bank to process these transactions

I therefore wish to request for immediate refund of the total anount Rs 39, 999.00 from the bank.
