Central Bank Of India — new account form

Hello sir i am Rahul Goyal from A-3/128 ganga vihar DElhi-110094 Branch-central bank of india ganga vihar i want a form of bank accountn opening form from ganga vihar branch.when i taken the form by my aadhar card they did not give me.then i go to THE MANAGER he said we did not give to you because u dont have electricity bill but i have the proof of delhi that is aadhar card they argue with me is it right i have to complained against manager for misbehaving and i want to open my new account i am the citizen of india so plz take against the manger it is my humble request
