Central Board Of Secondary Education [CBSE] — about not picking up of phone by cbse regional offices

I've been contacting cbse regional office through phone, but noone there to pick up the call and help me out. I just wanted to know about the fee payment process for getting duplicate copy of migration certificate. Do tell me where i have to pay the fees and in which bank to make the challan or dd and where i have to submit.
Pls someone answer me. Its very urgent of getting migration certificate of my elder sister, she need it at the time of getting admission in college.
Do help
Neither cbse regional office pick up the call neither cbse helpline no. Pick up the call.
How can i complete the procedure for having duplicate copy of migration certificate.
Please resolve my problem...

I applied for a migration certificate. However, whenever I enter the application ID, the website doesn't display the tracking number; it just shows the message, "Your document has been dispatched to the given address. The Tracking No is". I have attempted to call the helpline several times, but either nobody answers my calls, or the line is constantly busy. Today, a lady answered my call but mentioned that it wasn't a technical difficulty and advised me to contact the regional office. I'm unsure about what steps to take next.
