Comesum — received wrong thali and not the one we had paid for

We bought 2 comesum thalis (₹215 each - have attached the bill) from nagpur station outlet this afternoon.
Since we were in a rush as our train was about to leave, we couldn't check what was packed.
On opening the parcel we saw that the thali we were given was a normal one mini veg meal (With 3 rotis, 2 curries, daal and rice, one sweet) which costs ₹170 (Attaching another passenger's bill who took this thali)
We tried calling the consumer helpline to register a complaint but that's not reachable either.
This is very irresponsible behaviour on the staff's part and should be strictly addressed.
