[Resolved]  Indian Passport Office — Long time delay in issuing passport

My wife applied for her passport more than one year back in Kolkata passport office. File Reference Number : CAL-A[protected]; Application Date:[protected]. She has been living with her parents in Salt Lake City, Kolkata for nearly 30 (thirty years). A police from Bidhannagar Police Station, Salt Lake, Kolkata, came to her residence on november and asked to visit the Police Station with some documents which were shown immediately within few days. As it was delaying to get her passport, she/her guardian visited both Bidhannagar Police Station and Barasat DIB office, North 24 pgs district(two times in two different days), from where she got the answer that the police report was sent to respective office more than a month ago. After few weeks she was asked to submit P.P. forms along with photographs for re-verification for two times and accordingly, she did the same. She also met regional passport officer at 4 Brabourne Road, Kolkata, West Bengal 700001. He told that there was nothing wrong with her application and he would take care of the case. But since then she has been waiting for her passport but failed till date. On behalf of my wife I also sent an e-mail to The Chief Passport Officer, Ministry of External Affairs, New Delhi-110001. But there is no result till now.
I have filed a complaint through our honorable President (PRSEC/E/2009/06821). Status of the complaint is showing that they are trying to do somthing. But more than 6 weeks are over without results.
A person in the Barasat DIB office took the phone number during the visit to the office. He made calls to my wife's mobile phone three times asking for Rs. 5000/- (five thousand). And then only they would give the passport. But, we are not ready to give any bribe. We, common people, can never proof these type of incidents easily which occur everyday. We can give the phone number, date, time of making calls, even name (first name). But we are not sure he made calls from his own mobile and told his official name.

NB: I tried to know the status of her passport from the RPO through a person in the last week (28.10.09). He has asked that the candidate should visit the passport office again to get her passport. My wife is now not in a condition to visit the Police Station, DIB office and regional Passport Office again and again. I have also informed Passport Department about my wife's illness.

We are not from a criminal background, not from a powerful background, above all not from a political backgroud. That's why govt employees want to maximixe the trouble to us so that the message is conveyed to the common people and nobody dare to avoid their demands. They always try their best to know how much powerfull the applicant is and accordingly they fix the amount of bribe.
I will be grateful if anybody can help us.
