Indian Post Office, New Delhi - Speed Post NON Delivery

I have booked my consignment for speed post under POD no. ED641113025IN for Pune on 24th July, and till 31st July, it was not delivered. On 1st August, I have checked status online, as I was doing the same on regular basis, it was delivered in Pune.

Speed Post's simple meaning is to deliver our consignment on time (Max 72 Hours) with safety, but it took here almost 7 days.

How can we trust on a govt. organization, who still works like this. My document was very urgent to reach to Pune, in order to have Pan card.

But now it has been delivered on 1st august, and I have to pay TDS on my salary 20% instead of 10%.

Who is the responsible for the this?
