Ministry of Railway — Non refund Of Partially Wait listed Ticket

After such a long fight for the last 5 months , this is my another attempt to prove the genuineness of my case, for which Refund has not been made yet.
Please look into the followings facts cited, and get my query resolved soon.
That.
1. My ticket with PNR No [protected], remained wait listed after the chart was prepared.
2. Since the chart was prepared, I could not cancel the wait listed ticket and as per norms of IRCTC, I thought it will be refunded back to my account automatically.
3. As an alert customer, I soon responded to IRCTC, and mailed them with proper details.
4. After, 1 month of filing TDR, I was told that the refund could not be made due to absence of some form which was not submitted.

I would like to further suggest that, since it was an electronic channel through which ticket has been booked, so wait listed ticket should be refunded automatically.
Also, the form which is suggested to be the reason of non refund, is something not a common practice, and more over no instructions were given by any IRCTC person or TTE himself during the course of journey.
I have enjoyed a hassle free service of IRCTC for last 5 years, but I feel mentally harasses after repeatedly my application got rejected again and again.
Since wait listed ticket is considered to be a non reservation, so there is no logic for submitting any other form, not even told by TTE or any railway person.

Please look into the matter, and get it resolved soon.
