Passport Officer — delay in renewal of the passport

To the passport officer,

I have applied for the passport on 24th February, 2009 for renewal of my old one and reference file no is F004761.

I had not received my passport till date. I myself had been to the hyderabad RPO 4 times and i am always being told that the police enquiry details have not been received from Bangalore. In the last visit, i myself had provided the Reference no. to the police enquiry details i.e. one month back but still no response.

Isnt there anyone who can take strict action against these passport officers? Are we, citizens of India, are at their mercy for a passport like we beg visas in the other country embasies?

why cant we get what is rightfully ours without dispute or begging or quarelling?

I am really ashamed of this way and going to the general enquiry to the RPO hyderbad makes me jittery all the time because of the response one gets.

Anyone can please let me know how to get my passport?
