Passport Officer — why Eligibility criteria tatkal/Normal for passport is not checked before applying passport

Dear Sir,

I had faced issue with eligibility creteria of tatkal and its not checked before applying passport form.
90 % passport office employee takes the tatkal fees and it will process passport as normal.

why Eligibility creteria tatkal/Normal for passport is not checked before applying passport?
Website www.passportindia.gov.in is also failed to check the eligibility creteria .
