Acess Rs in per min

In my SIM 9863199239 from 5 Apr 08 to till now it cutting Rs 2.49 per min. Firstly I recharge for Rs 95 than I buy topup for Rs 165 on 05 Apr 08 and again Rs 165 on 10 Apr 08 but I suffering same problems till now I already give complane to Shillong customer care 58200 on 11 Apr 08 but not any suitable reply
