Reliance CDMA Phone — number not issued

i ve purchased a cdma prepaid number([protected] sim no.[protected] from kamal stores(retailer at jogeshwari west) on 22nd of march 2010. On the particular date only he confirmed with the distributor(aastha telecom, s.v. road, malad west ) and also the reliance communications helpline for the number to be active and working. After that we recieved a call to make the first call, as we tried, but it gave an error of registration failed. And the distributor told that it will get loggin within a day. after that assurance from there side i' ve printed that number for my Cd Promotion and have printed over 10,000 cd's with a estimate expense of 2.5 lacs of rupees. But from than onwards, as we re trying to put the sim card...it showing an an error (registration failed). Its now till date(12/04/2010) my number has not been activated. As i"ve been visting the local gallery too at jogeshwari nobody is there to response or tell me the status. the distributor is hardly interested to attend. kindly suggest me what can be done or else i will be taking a legal help
