illigal deduction of Rs 1100 from my bank account

I am useing Reliance postpaid mobile number 9312119485. On the date of 28/03/2011 i recharged my account with Rs 1100 by Net Banking through my ICICI bank account and my transaction no is 215398439 but my phone is not recharged yet and and amount is deducted from my bank account.
i have called reliance custmer care for 5 to6 times but i recevied no response. so dear sir please register a complaint against reliance and help me to get my refund back.
