rental — Owner not returning advance

Respected Sir,

We are new to Ujire previously we were staying in Virajpet (Kodagu).My father was a business man. He recently expired and he had taken loans from bank and whatever property we had there, have been given for rental purpose and the rent taken is being paid to the banks and to whoever my father was dealing with. We shifted to Ujire on 02-Jun-2010,to a new RCC house owned by Mr.Vasanth Devadiga,Kandradibail,Behind Janardhana School,Ujire.On 10th of October 2010 we have left this rental house and have shifted to the above given address, but the main problems for leaving the house owned by Mr.Vasanth Devadiga are:

1.According to his agreement we were supposed to pay rent on 1st of every month, that we are paying(i.e,3500.00INR)on the given date, but owner is not providing the rental slip(which is mentioned in the agreement).
2. As he is a farmer he has got a bore well water supply for which the government is paying him for irrigational purpose, this facility is being misused and the water is being mainly supplied to the rental houses.
3. The walls of the house started leaking when it rained as well as it was leaking whenever the upper tank placed for water supply was full.
4. Even if we brought this situation to his concern he just place one sheet of plastic over the RCC and removed it within a week.
5. The rental houses don’t have any ventilation so it we get suffocated, and were unable to breathe.
6.According to his agreement whenever we are about to vacate to leave a concerned letter has to be given and signed by the owner, but on 20-sept-2010,which he didn’t sign as he was drunk and was harsh on my brother who took the letter to him for signature.
7. He rejected to take the letter stating that we have to believe him and trust him, he will pay back us the advance amount, but he has bookend the trust.
8.As stated in the rental agreement after giving the letter i.e. on 20-sep-2010 the owner had to give back the advance amount(25,000/-INR) on 20-oct-2010,but when we called him he is scolding us by using abusive words and told us to go legally.
9.Today again i.e. on 30-oct-2010 I requested him to pay back the amount he is telling that he will give it on 30-nov-2010,Sir I have full shortage of money as I am opening a BPO because of this situation I have postponed the opening of it.

Waiting for your suggestions and guidelines as the owner Mr.Vasanth Devadiga is having some sort of political support and is using abusive words. Please do help me. Please do provide me the information on this situation to tackle him.
