Tata Docomo — unfair balance deduction on 22nd jan 2013

I am using TATA DOCOMO prepaid connection, [protected] for more than 4 years. Since than many times I faced unfair deduction from my balance. Now again on[protected] my account balance slashed by Rs. 196 and when I called customer care, executive informed me that my account information is not yet updated, call after 6 hours but When I called later next day same lamb excuse was given. Since then I called many times, spoke to senior authorities even but no result. During this I asked them to register my complaint & provide Ref. number but customer care executive refused to register & when I insisted he dropped my call.they are trying to fool me. they are not able to give me any satisfactory reason of why , they deducted Rs.196 from my account balance and they are not ready to refund my deducted balance of mobile number [protected]. they also block my sim so that i an not make complain further to customer care. after all i managed a docomo sim from my friend and called docomo they said that i visited some site during surfing internet but i am firm sure that i have not used any such website which are chargeable .i do not know why do they make us trouble Unnecessarily. i am firm sure that my balance is not deducted for surfing the net , i have already gprs pack subscribed which is under validity till 2nd feb 2013.they have Unnecessarily deducted my balance themself When I claimed my money, executive replied that money refund claims should make within 48 Hrs from deduction where as they did not provided me the information in that time.again i called next day customer care , they listened my complain and realised their mistake and assured me that they will refund my balance within 24 hours but i am still waitin for their refund and today 5 day days have passed since they have made the commitment to refund my balance , i have not got any kind of refund. then i again talked with him but now they are saying that it is to late to inform about deduction of balance , you should complain within 24 hours and dropped my call without giving me any satisfactory answer
.such excuses have made me helpless what to do with such worst service provider.they have already given.me so much mental tension and deducted my hardly earned money . i belongs to a poor family , Rs.196 is a big amount for me, so i will fight until i will get my balance refunded .
Now this time I want to take this seriously & want to go for legal procedure. I have enough proof in support of my claim also have recorded all the conversations with customer case executives & with senior ones. (If authorities on this forum requires these proof & recordings before making judgement, i can provide all.)

Go for VODAFONE, same this happened here with me and i wrote to them as follows

Hi All,
This is to inform all the users of TATA DOCOMO prepaid services that, these Tata Docomo Employees are deducting balance of many innocent people everytime without any reason.
This is before one month, when i was travelling in a train, and suddenly got an SMS that i was been charged for some VAS (Value Added Services) 'Keeda' Services and 30 Rupees were deducted from my balance.
I was so depressed with this SMS that I told the customer service that it was just mistake from your side that the service I have not taken it and didn't want to. Then the employee called me again and said that we cannot put the balance back and I then told her that this is from your end some technical problem that you deducted my balance. After next day they re-filled the amount and said that it was there system problem which let the balance cut from my mobile.
Again after 22 days, same thing happened, 42 Rupees were deducted from my mobile for some 'VuclipValue site', How in heaven i know what this site is about? I just got an SMS for the deduction. I was so horrified that I called the customer care again and she told they cannot re-fill the balance that i have used this site and they have charged accordingly. Then after so many abusive talks to the customer care, they rechared my balance and returned 42 Rupees again.
I appeal to bring your voice to stop all the VAS (Value Added Services) which they offer and without any reason they deduct our balance amount from mobile with treathening people that we have used their services. They should know that they can do this but they cant do it when all are against it and don't want it any way...
Pls forward these message by email to your fellow workers and friends to stop using TATA DOCOMO mobile services. This service will ruin your life and will make you sleepless. I am the victim and know what it's like...

Nothing can be done now, I have taken another VODAFONE prepaid number, its working very nice and appreciate the customer center guy who told that when i start activating VAS service, i will be getting a notification, if i really want that service or not wanted...this is a nice option to stop automatic VAS service activation...unlike TATA DOCOMO, it starts anytime anywhere without awareness of the customer and we get SMS for the charges...
go for VODAFONE, same thing happened here...
