Delhi Airport Parking Services — Overcharging and misleading customers

Hi,
I entered Delhi airport Terminal 3 at 7:17 am today (December 4, 2016) to drop my parents. At the time of entering, I had read a board saying that users can pay parking charges before getting to the exit gate and can exit within 15 minutes. I understood this as a grace provided by the airport, i.e. in case I am back in say 25 minutes, I can pay charges for 30 minutes (Rs.80) without worrying to exceed my 30 minute limit in exiting the airport (as long as I stick to the 15 minute exit limit). However, it was already 7.53 am when I reached the counter (36 minutes), which meant I was asked to pay Rs.180. This was fine and I duly paid. Interestingly the airport staff told me that their credit card machines were not working as their "server was down", so I paid in cash. Now, now that I had already paid Rs.180 for 2 hrs, I decided to take a 15 minute call from the parking lot itself. I then tried to exit the airport at 8.15 am (still less than 1 hr from the point I entered the airport while I had already paid for the 2 hr slot), when I was told that I had exceeded my 15 minute stay, I would need to pay parking charges again. I was told that it was alright if I had not paid in advance in the first place but since I had already paid and not exited within 15 minutes, I was liable to pay again, irrespective of the fact that I had still not exhausted the 2 hr limit for which I had already paid. I made my arguments with the security guard, then the customer service desk and finally their customer service officer, but all of them were adamant and rude and refused to entertain my complaints. To add insult to this humiliation, since in this process, I spent some ~35 more minutes inside the area, they charged me an additional Rs.180. When I asked for a credit card machine this time, they brought the machine from inside their office and very, very reluctantly charged my on my card. Clearly, there are multiple counts o[censored]nethical behavior for which the parking operator needs to be suitably fined against and taken action on, specifically:
1. Unethical behavior through unclear directions (there was no mention anywhere that in a case like mine, I would need to pay extra)
2. Forcing customers to pay in cash instead of paying by card
3. Rude, unresponsive and unhelpful behavior of parking staff
Attached are the 2 receipts for the 2 separate payments I made.
