E Ticket — payment deducted but ticket not generated

Payment deducted from my bank account but railway ticket not generated, also not received refund, in my account, ticket booked on 16/4/18, but till date no refund is received, railway transaction id is [protected], amount, rs 4670 my j&k bank transaction id is [protected] i am calling customer care number of railway but they are helpless my contact no is [protected]
