Government Organisation — Traffic police harassment

I parked my two wheeler perfectly at axis bank alkapuri, whole plase was full of vehicle, so person who wanted to go took my vehicle little out, for which shree t.j.makwana took me fine 110, I want to know what was my mistake for which I punished?
